MPs Might Have Brain Insufficiency due to Lack of Oxygen in the Parliament’s Building

December 13, 2012

Shorena Kakabadze, Kutaisi

Laboratory researches finished in the new building of the parliament of Georgia. Group of specialists arrived in Kutaisi after MPs started complaining about health problems. They complained about lack of oxygen and overabundant amount of nitrogen in the building.

Specialists clarified that there are no window in the metal-glass building of the parliament. There is lack of oxygen in the huge building which is aired only by ventilation system that causes many problems.

“My colleagues already have health problems. They complain about headaches, breathing problems. Those with asthma are particularly in poor conditions. How could they feel well when such a huge building is aired only by ventilation system? Could not they construct a balcony or a window at least on one side of the building?! I definitely know people will laugh at my statement and claim that I am telling nonsense but I am a doctor and definitely know that when brain does not get enough oxygen, there is threat of brain degrading. I think it is serious problem,” said MP Davit Saganelidze from the majority.

As a follow up of MPs’ doubts about overabundant amount of nitrogen and carbonate, that could result into serious problems, scientific research organization Gama carried out laboratory research in the parliament’s building.

Specialists took laboratory-tests in every hall and room of the building. They did not make comments about their work with media but promised the research results will be officially delivered to the legislative body in near future and then the society will learn about general situation in the building.

Humanrights.ge interviewed doctor-infectionist Keti Managadze about the risks caused by lack of oxygen in the working place. She clarified: “Lack of oxygen first of all causes loss of ability, degrades ability of work; in similar situation brain-feeding worsens. Brain does not receive oxygen and its nourishment is reduced. Alongside that, blood also suffers from insufficiency of oxygen and all in complex results into weakening of the body. Person gets incapable. Of course, being in oxygen-free space causes serious problems that might end with grave results.”

MPs connect the problems with quick construction. They said construction of this building in such a short time did not conform to any standards or norms. They speak about poor quality of the building and do not exclude risk-factors either.

“We always stated that the building was not ready to host legislative body in it. We arrived here before holding first session and examined ongoing construction process on the place. We made public statement what was going on here,” MP Zviad Dzidziguri from the majority said.

“The builders are not magicians to finish the work, which requires several months and weeks, in two or three days. However, we will hold first session and start working in Kutaisi,” chairman of the parliament Davit Usupashvili said two days before the first session of the parliament when he was leaving Kutaisi.

The building, whose construction cost 360 million lari, is not finished yet. Specialists clarify that additional 20 million lari is needed to complete the construction. However, the new government is unlikely to spend even one tetri more on the building.

“Companies will finish already funded construction activities. Finally, the building will be conserved at the existing stage in order to avoid farther damage or ruin of the building. First of all, security shall be ensured in it. It is opinion of the majority and I think it is important for the Georgian budget,” said deputy chairwoman of the parliament Manana Kobakhidze.

She clarified that parliament will pass final decision on this issue.
