According to Ombudsman, MIA Gave Permission to People Killed during Lapankuri Special Operation to Carry Firearms

April 17, 2013

According to the Public Defender of Georgia, Ministry of Internal Affairs gave driving licenses and permission of carrying firearms to people, who were killed in the Lapanakuri special operation; they also possessed other MIA registered documents, Ucha Nanuashvili stated during his meeting with the parliamentary majority.

The Ombudsman focused on the part of his report which referred to Lapankuri special operation and noted that evidence captured by them queries official version of the investigation results. The Ombudsman recommended to MPs to set up temporary investigation commission on this issue.

“We got hold of several important documents which show how permission on carrying firearms   was granted to Chechen paramilitaries who were killed in the Lapanakuri special operation; they also prove that driving licenses and other documents were registered by the Georgian Ministry of Internal Affairs. How and why the bodies were discovered nearby Gldani prison after the special operation. We believe temporary investigation commission shall be set up at the parliament and several leaders of Chechen community, Chechen people living abroad who had connection with this special operation are willing to cooperate with this commission if it is set up,” Nanuashvili said.

Besides this, the Public Defender recommended to the prosecutor’s office to investigate possible fact of forming illicit armed formations by MIA’s senior officials with the participation of Chechen paramilitaries. According to Nanuashvili, family members and confidential sources confirmed the allegation. Nanuashvili states that intimidation facts on the family members of the killed in the special operation shall also be investigated.
