MP Giorgi Gviniashvili – “Sagarejo District Governor Misappropriated State Property but Investigation Was Dropped”

February 27, 2014

Mikheil Mamalashvili, Kakheti

Member of the parliamentary minority, Gurjaani single-seat MP Giorgi Gviniashvili responded to the President Giorgi Margvelashvili’s statement about political impartiality. Gviniashvili said although Sagarejo district governor misappropriated the state property, criminal liability was dropped against him.

“Mr. President, during your speech at the parliament you pledged that political impartiality and politically motivated persecution does not happen in our country. I want to remind you of the ongoing pre-election campaign, when candidates with real chance to win elections are imprisoned several months before the Election Day. Political persecution is when Khoni district governor was sent to prison for the misappropriation of 12 000 GEL four years ago but it is political tolerance when Sagarejo district governor and his deputies are not punished for the misappropriated state property whose total value is 200 000 lari. It is political tolerance and former case is political persecution,” Giorgi Gviniashvili said in the parliament.

Sagarejo district governor Giorgi Loladze and four more senior officials, as well as director of the local Ltd, were arrested for the malicious abuse of professional authority and misappropriation of 80 000 GEL on June 12, 2013. MP Tinatin Khidasheli from Georgian Dream claimed the accused people were innocent. On October 24, 2013 Chief Prosecutor’s Office dropped criminal prosecution against Giorgi Loladze. On November 5, chairman of Sagarejo municipal board restored Loladze to the position of district governor based on the Decree # 197. Representatives of the Sagarejo organizations of the Coalition Georgian Dream’s member political parties said MP Tina Khidasheli gave ultimatum to the municipal board – no project would be implemented in the district unless Giorgi Loladze was restored to the position. Nevertheless, the conclusion of the Prosecutor’s Office proves guiltiness of Giorgi Loladze; however the same document states “unlike the initial stage of the investigation, there is no public legal interest to launch criminal prosecution against Giorgi Loladze.”
