Observers do not have possibility to properly observe polling process in the villages of ethnic Azerbaijan citizens

Nestan Londaridze, observer from Human Rights Center, reports that they cannot implement duties properly in the villages of Keshalo, Muganlo, Lambalo and Tulari with ethnic Azerbaijan inhabitants, as commission members intercommunicate only in Azerbaijan language.

Nestan Londaridze, observer: “Commission members use only Azerbaijan language when speaking with each other and voters. Big part of voters does not know the procedures – several people enter election booth together. We have already made remarks about this violation with the commission chairman but the fact repeated; we intend to file complaint about it. Besides that, voters did not know how to mark desired candidate and wrote name of the candidate on the second page of the ballot paper. In similar situation, commission members explain them procedures but since they speak in Azerbaijan language we cannot find out what they are speaking about. In fact, entire process is going on in Azerbaijan language that hinders our observation mission in precincts.”

Human Rights Center observed elections of 2012 and 2013 in the villages of ethnic minorities in Sagarejo district. It is noteworthy that organization’s observers did not face similar problems during parliamentary and presidential elections because it was possible to communicate in Georgian and Russian languages then.
