Public Defender’s Representative faced obstacles at Akhaltsikhe Temporary Detention Isolator

Public Defender of Georgia calls the Ministry of Internal Affairs of Georgia to initiate disciplinary proceedings against the employees of the Akhaltsikhe Police Department of the Ministry of Internal Affairs who refused the representative of Public Defender entrance to the temporary detention isolator.

On July 11 2014, 22.00 p.m. the representative of Public Defender of Georgia Armen Marangozyan arrived at the Akhaltsikhe Police Department where according to the information of the family members of  M.I the latter was interrogated as a witness. According to the Deputy Head of Akhaltsikhe Police Department M.I. was detained pursuant to administrative code and was transferred to the temporary detention isolator of Akhaltsikhe Police Department. However, as provided by Akhaltsikhe Police Department, nobody with the above-mentioned name was registered at Akhaltsikhe temporary detention isolator.

Armen Marangozyan returned to Akhatsikhe Police Department and based on the relevant authority requested the entrance to the temporary detention isolator. Duty police officer Artush Haruthinyan refused to grant the representative of Public Defender permission to enter the temporary detention isolator and requested him to leave the territory of police station.

According to article 43 (2)  of the Constitution of Georgia and article 25 (1)of the Organic Law of Georgia on “Public Defender of Georgia”, “non-compliance with the duties provided for by this Law or hindering in any way the activities of the Public Defender shall be punishable by law”.
