Tbilisi City Hall Hides Unreasonable Expenditures

MP from the opposition party Giorgi Tsagareishvili imposes the responsibility for the “criminal” activities of the Tbilisi mayor on the people who voted for Gigi Ugulava on May 30. 

Giorgi Tsagereishvili said this at a press-conference in the parliament on June 8. He read the replies to his questions from the city hall. More precisely, Tsagareishvili requested information about the purpose of the expenditure of 35 million GEL from the reserve fund during 2005-2007 by the city hall. The City Hall replied that the sum was spent on social programs, on the infrastructure and cultural events.

“I know that you will not throw 35 million GEL into Mtkvari River but I wonder what did you spend the sum on,” asked Giorgi Tsagareishvili.

The MP requested information about the expenses for the installment and dismantling of the Prometheus Statue at Tamari Bridge in Tbilisi; for the installment and dismantling of the famous fountain in the Hero Square in Tbilisi and for the installment and dismantling of panorama tower in Rike, Tbilisi.

The Tbilisi City Hall replied to Tsagareishvili that the panorama tower was a state secret and they could not provide information about the sums spent on it. As for the expenditure for the installment and dismantling of the statue of Prometheus and fountain in Tbilisi, the City Hall stated that the funds were not allocated from the city budget. Giorgi Tsagareishvili thinks that these replies are cynical and stated that the City Hall had to name the source of information regarding the statue and fountain; they had to tell exact institutions which spent money on their installment and dismantling.

As for the panorama tower, which is claimed to be a state secret, “I know that 800 000 Euro were spent on it and it is ridiculous to declare it to be a state secret,” said Tsagareishvili and added that the abovementioned activities of the city hall are crimes. He underscored that the people, who voted for Gigi Ugulava and allowed him to continue similar activities, are responsible for those crimes.

Tsagareishvili stated that he is waiting for the information from the Chamber of Control about the inspection of the various departments of the city hall carried out in 2005-2006-2007 and he will inform the society about the reply.

Giorgi Tsagareishvili hopes, unlike the city hall, the head of the Chamber of Control Levan Bezhashvili will not send him a useless paper. Tsagareishvili announced that the second briefing will be held on Thursday and said that he would inform the society about the events which occurred before the municipal elections.

“Believe me, criminal investigation shall be launched on several incidents which occurred before the elections,” said Giorgi Tsagareishvili.
