False Promises of the Ministry of IDPs from Occupied Territories

About 500 IDP families live in Koda village in Tetritskaro district. IDPs from Eredvi, Tskhinvali and Liakhvi Gorge were resettled there in November-December of 2008. Humanrights.ge visited the settlement at the end of November, 2012 and reported about local problems. Ministry of IDPs from Occupied Territories, Refugees and Accommodation promised them to resolve their problems. However, during our second visit we learned the problems were still unresolved.
Supsa Port—Another of the National Movement’s Bluffs

Before the 2010 local governmental elections, the local government of the Lanchkhuti district, the Guria regional governor and the then-majoritarian MP from the Lanchkhuti district repeatedly spoke about the construction of a port in Supsa. The port’s total area was planned to incorporate 180 hectares. An investment of 750 million USD in the project was planned, and the annual circulation of the port was predicted to be 40 million tons.
Prosecutor’s Office Cancels Prosecution and Accusation against Akhmed Chataev

The Chief Prosecutor’s Office of Georgia cancelled its criminal prosecution against Chechen refugee Akhmed Chataev, arrested in connection to the special operation in Lopota Gorge, because his actions were not found to be criminal. The bail sum of 5,000 lari will be paid back to Chataev.

On January 11, traders from the agricultural market Baraka requested a meeting with the majoritarian MP. They urged MP Gogi Kavtaradze to assist them in negotiations with the market’s owner. The traders want to continue trading in the old market and claim they will not work in the new building because of the high taxes, which they cannot afford.
Incident in the Gurjaani District Administration

Representative of the Ministry of Regional Development and Infrastructure Kote Khmaladze insulted Gela Mtivlishvili, journalist of the Information Center of Kakheti (ICK) and forcibly expelled him of the session hall. The incident occurred on January 17, at about 11:00 am in the office of the Gurjaani district administration.

Keti Gujaraidze, a policy analyst at Green Alternative, said that the construction of HESes will have a negative impact on the environment and that the construction of so many HESes in one region raises many doubts.
Heavy Snow in Conflict Zone Villages

Roads are often blocked in the villages located near the Tskhinvali region because of heavy snow, creating serious problems for local citizens’ transportation needs. Whilst roads in the Georgian villages of the Gori district, located close to Tskhinvali, are more or less satisfactory, roads in the villages of Kareli and Kaspi districts were last repaired in 1980s.

Youngest Convicted Left Prison With the Status of a Political Prisoner

On December 21, Parliament of Georgia passed Amnesty Law and about 3 000 prisoners were to leave the penitentiary establishments throughout the country; among them are political prisoners. First wave of prisoners left custodies on January 13 and about 190 prisoners left prisons throughout Georgia. Giorgi Zerekidze was the youngest of them.
Georgian Dream Members Occupy District Governor Positions in Adjara

New district governors have been elected in the Shuakhevi and Khelvachauri districts of Adjara. Both are members of the Georgian Dream Coalition. The outgoing governors resigned, claiming that their decisions were based on family problems and their own personal reasons. They declined to provide comments on the situation. Chairmen of the municipal boards in the aforementioned districts do not exclude the possibility of the former governors having been coerced.

Zviad Jankarashvili, nephew of Tamaz Tamazashvili—father-in-law of Irakli Garibashvili, Minister of Internal Affairs—now occupies the position of Head of General Inspection at the Ministry of Internal Affairs. Additionally, though Garibashvili’s brother-in-law Aleksandre Tamazashvili does not work at the Ministry, he makes decisions regarding personnel changes in police offices and certain public agencies in the Kakheti region.
