Public Defender Is Concerned About Three Missing Ossetian Young People

On May 8 Public Defender Sozar Subari sent case materials and video-recordings on three missing Ossetian young people – Alan Khachirov, Alan Khugaev and Sultan Pliev to the Minister of Justice of Georgia Zurab Adeishvili and Chief Prosecutor of Georgia Mamuka Gvaramia for further reactions.
 
The public defender requested the information if the investigation on the disappearance of the abovementioned people was launched or not. If the investigation has started the Ombudsman requires the detailed information about implemented activities within the investigation.

Regarding the issue the Young Lawyers Association of Georgia applied to the Public Defender on April 22. According to their appeal, family members of the missing people applied to the GYLA and the non-governmental organization Russian Justice Initiative for help.

Their appeal stated that Khachirov, Khugaev and Pliev left Tskhinvali on October 13, 2008 by the car of Davit Khugaev, father of Alan Khugaev. Last they were met in the village of Korkula from where they started for the village of Khelchua. Alan Khachirov and Alan Khugaev were in civil clothes while Pliev was in military uniform. He is an officer of the Special Unit of the South Ossetia.

The GYLA provided the Public Defender’s Office with the video-materials published by the News Agencies on April 15, 2009. According to the Agency the people on the video are missing and they became victims of inhuman treatment.

Besides that, in order to find out the location of the missing people, the Public Defender petitioned to the Ministry of Internal Affairs of Georgia and Ministry of Penitentiary, Probation and Legal Aid regarding the fact. The ministries replied to the Ombudsman that they do not have any information about the missing people.
