Renovated Houses of IDPs Get Waterlogged

“I know when my name is published in media, they will ask – has not this man died yet? They will ask it because I have been complaining about the problem and have been urging for help since we settled in this building. The problems, which my neighbors discussed with you, are not new for me. The situation has worsened since August of 2009 and you can see our living conditions yourself,” an IDP from Abkhazia Vazha Moniava started his interview with the Human Rights Center with these words.

Vazha Moniava and 16 more IDP families from Abkhazia settled in the renovated building in Belorussia Street in Kutaisi in August of 2009 in the framework of the state program. The problems started from the very beginning. Rain was leaking into the room, the walls cracked, sewerage system went wrong and rooms got waterlogged.

IDPs informed the local authority immediately and clarified that despite renovation of the building, it was impossible to live in it.

“They do not care about our problems. We have petitioned to them several times and informed that our flats get waterlogged; that we are shivering of cold in wet rooms, but in vain. They showed on TV our settlement into the renovated and comfortable accommodation; it was important for them. In fact, I have impression that they drove us into the building like cattle and closed the door behind them. We do not request much and have never requested before. Let them come and change only the roof in order to protect the building from wet in winter. They should not also kill us by thirst and let them give us drinking water. We are also humans. We want nothing more. We will do the rest ourselves,” said Nazi Katsia.

Because of the problems Kutaisi office of the Republic Party petitioned to the Imereti, Racha-Lechkhumi, Guria and Zemo Svaneti regional office of the investigative division of the revenue department last year. The Republic Party requested to study the quality of the renovated buildings and investigate all violations committed by the company which renovated the building. The members of the Republic Party had doubt the building company and inspectors had financial or some other deal.

“This building was assigned to the IDPs on August 26 of 2009 and a month later we observed the problems in it together with media. We concluded that several violations were made by the building company and appealed to the financial police. In reply, they said that the information provided by us was not true. Afterwards, we applied to the regional prosecutor’s office which still keeps silence. The problems are evident and situation worsen day-by-day,” said chairwoman of the Kutaisi office of the Republic Party Nato Katamadze.

Municipal development fund of Georgia announced competition on the renovation of the former building of nursery school in Belorussia Str. # 24 early in 2009. “ArcStudio PeryStyle” Ltd won the competition.  JSC “Khuro” carried out the renovation activities in the building.

“Everything should be renovated from the very beginning in the building,” said IDPs. They intend to hold protest demonstration in front of the Financial Police in near future.
