New Lodgers of Tsintskaro

The village Tsintskaro of Tetritskaro municipality was inhabited by Greeks till 2005. Nowadays, it is inhabited by eco-migrants, the so-called old IDPs and the IDPs displaced since the conflict of 2008 in the Kodori valley.

“There are 503 families living in the village. 41 families out of them are IDPs from the Kodori valley, 10 are the so-called old IDPs, 65 – Azerbaijanis and the rest – eco-migrants. Personally I am an eco-migrant as well and was one of the first ones to start living in the village,” – stated governor Tamaz Mosidze to Human Rights Center.

The severe problem of the village residents is unemployment that raises their dependence on the state. “The basic income of my family is the monthly assistance envisaged by the IDP status,” – stated Roman Shlimonov, father of 4-year-old child.

The rehabilitation works of the drinking water pipes has been actively implementing this year. However, there are still problems of water in the village. “By the help of NGOs, the pipes have been changed approximately at a distance of 5 km, for the next year the rehabilitation of the whole internal network of water is planned,” – stated Tamaz Mosidze.

The irrigation system is a severe problem that almost makes it impossible to take harvest. If we consider that the main source of income for local population is the sell-out of the harvest taken from their land, it is inevitable to rehabilitate the irrigation system.

“The land is productive, but because of drought and lack of water, we make no harvest. If we had irrigation system and water, it would have been possible to harvest anything,” – stated Tamaz Mosidze.

One of the biggest problems is the problem of the registration of the residence places which envisaged not the initial registration of IDPs, but the registration in their factual residence place.

“I left the Kodori Valley in 2008. In the beginning I lived in Gardabani region and I am still written there, that is why in the village Tsintskaro I cannot avail from the subsidies of IDPs,” – told us the IDP, Lamara Margvelani.

The majority of IDPs in the village Tsintskaro possess temporary ownership upon the residence places. However, according to Tamaz Mosidze, soon these houses will be transferred to their ownership.

The living conditions of the village population are too bad. However, the worst situation is in the two families from Kodori to who the damaged houses have been transferred. These houses have still not been fixed. Ibragim Kochkiani is the resident of one of these houses. It has been two years he is living in the house under emergency situation. “I am not asking for the repair of the house. Simply, I am asking for the fixing material to protect house from destruction,” – said Kochkiani.

Though the gas provision works were completed in the village two months ago and the state representative Davit Kirkitadze lit the gas manifestly, the majority of the village population still is not provided with gas.

“The central gas pipes have been fixed in the village, as for the constructing pipes in the houses, the population should solve this problem independently. The only exception is IDPs for who the state will construct the gas pipes,” – stated Tamaz Mosidze.

Constructing gas pipes costs minimum 100-150 GEL for every family that according to Tsintskaro residents is not small money. In the light of hard social situation, issuing this money is almost unimaginable. That is why only 30 families could transfer gas from the central pipes.

There is also a school with 1500 students in the village Tsintskaro. However, the IDP from Abkhazia Irma Chkadua talks about the problems of the availability of elementary education: “My daughter Diana is 8 years old now. She entered school this year. We could not send her to school last year because of the lack of money. However, the books have not been provided this year either. Thus, children cannot manage to study.”

It should be noted that the free books are distributed only among the socially vulnerable students and the Ministry does not envisage any special advantage for the IDP children.
