200-2000 GEL Appendage from Kakheti Energy Distribution

The residents of village Magharo of Sighnaghi region are blaming Kakheti Energy Distribution in money extortion.  They are paying electricity fee every month but the energy distribution company imposed additional 200-2000 GEL on the subscribers, according to their statement.

Kakheti Energy Distribution imposed additional fee of 930 GEL on 66-year-old Sultan Usupashvili as well. Sultan Usupashvili is blind and does not use electricity at all. Mother of Sultan Usupashvili Aniko Usupashvili died several months ago, but the amount of additionally imposed money increases every month.

“I cannot see anything. I do not even turn on the lamp. I do not need it. I do not even have TV. Sometimes a neighbor or relative comes and uses electricity just for a short time. This is it. The debt that I received amounted to 930 GEL. How could I use so much electricity? Of course I cannot pay this money", – states Sultan Usupashvili.

According to Zhana Didebashvili, the manager of press service of Kakheti Energy Distribution, the corresponding debt has been accumulating for 2 years.

“The subscriber who uses this electricity, no matter blind or with vision, must pay for the used electricity. The company does not envisage free provision of electricity to such people. 930 GEL is not a debt of 1 month. This is a debt starting from 2009 till today. It has been two years now these people have not paid difference money between the district and balance numerator in other words remnant of distribution. According to the number of subscribers attached to the numerator, the money is distributed equally among all subscribers. The only thing we can do for people is to offer them opportunity to pay bills in monthly installments", – stated Zhana Didebashvili.

Kakheti Energy Distribution blames the resident of Magharo Tengiz Kadagishvili of violations. “I was told to install new, individual numerator so I do not have to pay fee according to the district numerator. I installed new numerator and at the end of the month the debt was doubled, if I paid 1000 GEL before, now I was imposed 2000 GEL,” – noted Tengiz Kadagishvili.

In case of refusal of payment the company threatens the subscribers with cutting electricity.

“The subscribers are imposed debt fairly. We are offering them the restructurization according to the chosen schedule", – stated the manager of Kakheti Energy Distribution Press Service.

The residents of village Gavazi of Kvareli region also have problems with the Energy Distribution Company. According to locals, the tax imposed by the company lately is a lot more than the electricity used by the village.

According to the district numerator, each subscriber has to pay about 70 GEL as an appendage every month. Gavazi residents state that they numerous times addressed Kvareli service center of Energy Distribution Company for clarifying the matter, but nobody showed interest in solving the problem.

“They are making us work by force. If we do not pay the imposed money, they cut the electricity and then we are forced to pay money",– states Gavazi resident Inga Varadashvili.

Gavazi population numerous times requested the creation of special group from the Energy Distribution Company and relevant inspection to ascertain where the violation occurred but the company did not envisage this request of subscribers.

The manager or press service of the company Zhana Didebashvili states that the accusations imposed against her by Gavazi residents have no grounds.

Subscribers blame the public defender of consumers’ right in indifference and are requesting relevant reaction from her.
