Oppositional Eight offers Government Discussion on Formation of Election Lists and Election System

Oppositional Eight offers the government to discuss issues in two different phases. Formation of election lists and election system in whole is offered to be discussed at the first phase.

Oppositional Eight has disseminated a joint statement on the following on April 5 in the central office of Free Democrats. The text of the statement was introduced to the media representatives by one of the leaders of Free Democrats Irakli Chikovani.

The Eight offers the government to draw out the unified voters’ list and issue the ID cards according to the biometrical data of the citizens. Besides, alongside with the presentation of the election system that ensures the inclusive representation of local population in the Parliament, two models of election system will be presented.

Specifically, one model envisages selecting a part of Parliament according to the 50% barrier of candidates presented to the one-mandate district of majority system. Another half of the Parliament will be selected by proportional system from the unified voters’ list. The number of mandates of the political parties in the Parliament will be determined by the number of votes they received in the proportional system of elections. Accordingly, all winners of the majority system of elections will receive mandates; as for the political party, it will receive the mandate that it needs for ensuring certain number. The party can gain more mandates than determined only in case the total number of the mandates gained by the majority rule surpasses this number; as for the second model, Oppositional Eight considers that the 2/3 of the Parliament shall be selected by proportional system from the unified list of political parties and 1/3 – in the elections districts of majority system by 50% barrier.

As for the other matters, Oppositional Eight plans to reach agreement on these issues later.

As for the format of negotiations, Oppositional Eight is ready to hold individual consultations with all participants of the process if necessary before gathering at the table of negotiations. Besides, it considers that the public support to this process is crucial in this fight and for this aim it starts meetings with the population in Tbilisi and regions of Georgia.

“We will use all our resources to finish the job – creating just election environment in Georgia which will be based on two main principles – “one person, one vote” and the proportionality between the received votes and Parliament mandates,” – reads the statements signed by the following political parties: New Rights Party, National Forum, Free Democrats, Conservative Party, Republican Party, Georgia’s Way, Christian-Democratic Movement and People’s Party.
