State Audit Office to Conduct Financial Monitoring of the Voters’ League

State Audit Office will financially monitor the Movement Voters’ League; the SAO spread statement about it where they clarified motives of getting interested in the details of the organization’s activities.

The statement reads that despite formally declared goals of the organization, whose main purpose was verification of the voters’ lists and income source was donations, public statements of the organization have political content and aims to influence formation of the voters’ will. Although it is legitimate purpose, it exceeds the formally declared goals of the organization. Ongoing verification activities of the voters’ lists, on which the organization spends its financial resources, are accompanied by clearly political statements that are directly connect organization’s purposes and goals with political and election purposes and activities.

SAO clarified that public statements of politically active leaders of the Foundation demonstrate political goals of the organization as well; those people try to communicate their political and election goals with the society.

According to the SAO’s decision, Movement Voters’ League due to its publicly declared goals and purposes, as well as their implemented activities, the organization was declared to be subject of the monitoring regulated by the Article 261 of the Organic Law of Georgia on Political Unions of Citizens.

Besides that, Voters’ League was notified who the SAO will implement the functions of financial transparency. The information about their rights-responsibilities and financial calculations were also sent to the organization.

Election goals in the context of the Article 26(1) of the Organic Law of Georgia on Political Union of Citizens is linked with the activities of physical or legal person that aims at the formation of public opinion so that to create positive attitude or negative electoral approach to concrete political subject and impact the election results in this way.
