Saakashvili to Change Statute of Special State Protection Service

Based on the president’s decree, amendments will be introduced to the Disciplinary Statute on the Special State Protection Service (SSPS) and set of articles will be farther clarified in it.

The amendment will be introduced in the first paragraph of the its article, whose current edition states that Special State Protection Service is a militarized, governmental institution of executive authority of special purpose provides the safety of the state through the implementation of the powers and duties given by this statute. Words “militarized, governmental institution of executive authority” will be replaced into “militarized, governmental institution of executive authority of special purpose subordinated directly to the president of Georgia.”

In the frame of the same amendments, service discipline of officers will be controlled by direct leaders and general inspection of the Service. Considering exposed errors, leaders of structural units of the service will report to the head of service about disciplinary liability of the officer and General Inspection of the Service –will provide conclusion of service inspection. Disciplinary sanction will be imposed based on the decree of the head of the service. Requirements of the statute will work on the employees under supervision of HR department in accordance to the Law on State Special Protection Service, that did not happen before.

Additionally, basis of disciplinary errors will be clarified. They will be: unimplemented or poor implementation of service duties, damage of service property or creating threat of damaging the property, dishonest action against general dignity and ethic norms aiming at discrediting the service or the service officer regardless the place and date, activities incompliant with position, non-implementation of the duties estimated by the Ethic Code of Service Officers, violation of the Service regulations, breaking the oath, violation of the rule to wear special uniform; violation of the rules of storage, carriage and usage of weapon and violation of norms regulating military greetings and statute relations.
