Directors of Senaki Organization for Public Services and Amenities Blamed in Financial Violation

The Chairman of the Fraction Georgian Dream at Senaki municipal board, Murad Shamatava, reports that Ltd Seanki Organization for Public Services and Amenities had financial violations for many years. On November 15, Shamatava sent all relevant documentation reflecting the activities of the organization to the Samegrelo-Zemo Svaneti regional office of the Investigative Department of the Revenue Service at the Ministry of Finance.

The former directors of the Ltd Senaki Ketilmotskoba [Organization for Public Services and Amenities] Gia Tsuleiskiri and Demur Janashia claim the organization had not breached the law during their duration in office.

The organization was set up in 2005 with 100% share of the municipal board. Murad Shamatava said it was incorrect to establish this service as a Ltd. Representatives of the municipal board were authorized to control and evaluate implemented activities of the Senaki Ketilmostskoba.

“Those people were and still are responsible to allocate, spend, evaluate and control funds. They have been inspecting their own activities,” Shamatava said.

The opposition fraction has been requesting to transform this company into a non-profit organization and they finally succeeded. The organization’s liquidator Demur Janashia provided the municipal board with the liquidation balance and two audit reports. Janashia was the director of the Senaki Ketilmotskoba for the last 11 months. Shamatava said the documents provided by Janashia cause serious suspicion about the financial violations within the company. Shamatava also claims that the municipal board did not allow them to set up a temporary working group which could study the transparency of company activities. So, the opposition fraction sent full documentation to the Samegrelo-Zemo Svaneti office of the Investigative Department of the Revenue Service at the Ministry of Finance.

It is noteworthy that regional prosecutor’s office was also studying activities of the Ltd. They withdrew account documents from 2007-2010 but the prosecutor’s office conclusion on this case is not known.

Since 2005, Gia Tsuleiskiri has been the director of the Ltd Senaki Ketilmostskoba. Since Ltd was transformed into non-profit organization, it joined the cleaning service and received a new name – The Center of Senaki Organization for Public Services and Amenities, Cleaning and Taking Care of Greenery”.

Humanrights.ge asked Gia Tsuleiskiri and Demur Janashia to comment on the issue. Tsukeiskiri said the prosecutor’s office is already studying the documentation. “I cannot agree with the figures reflected in the protocol provided by Shamatava; this inaccuracy shall be clarified. The case is about street illumination damaged during bombardment [August, 2008] and 232 650 lari allocated from the district budget for the purpose. You also know how the Senaki district was damaged during the 2008 bombardment. But it was not so expensive and the district budget had not allocated this money for this purpose. The regional prosecutor’s office withdrew account documents and studied them.”
