Most Election Protocols from Javakheti and Kvemo Kartli Regions Are Flawed

On January 21st the public movement “Multinational Georgia” presented CDs where falsified protocols from the Presidential Election were recorded on.

The organization observed the election process with the support of the Euro Commission Mission to Georgia, Cordaid Foundation and International Foundation for Electoral Systems.

The observation mission involved two regions: Kvemo Kartli and Javakheti. The NGO Multinational Georgia had 200 domestic observers in both regions. Individual observers and mobile groups covered 80 % of 585 polling stations. The Multinational Georgia had its observers in Precinct Election Commissions as well. The NGO was implementing media observation and the analysis of data received from the regions. The lawyers of the project provided legal aid for those who wanted to file a complaint. The organization also helped domestic observers.

With the support of mobile groups organization got hold of 333 protocols. The thorough examination of the documents showed that 284 protocols were filled in with serious vioaltions. In Samtkhe-Javakheti Region there were serious violations in128 protocols out of 152, in Kvemo Kartli-mistakes were detected in 156 out of total 181.

Arnold Stepaniani, the Chairperson of the Board of Multinational Georgia: “I can not understand the attitude of the opposition saying that Saakashvili was elected only in Javakheti and Kvemo Kartli regions. I wonder how Saakashvili could be considered a president of these regions if the election was falsified there too”.

“I saw police terrorizing people; I saw numerous violations in protocols. The PEC protocols do not match with the protocols of the DEC. There were several cases of sending empty protocols from the District Election Commissions.

The public movement, Multinational Georgia, intends to send the whole materials they have to international organizations.
